Compliance documentation for Indian government and PSU safety footwear procurement — BIS IS:15298 certified supply

Safety Footwear Compliance for Government and PSU Procurement in India

Government departments, public sector undertakings, and government-funded projects procure safety footwear in large volumes. Procurement in these settings is governed by the General Financial Rules, 2017 and the Government e-Marketplace (GeM) platform — with specific compliance requirements that differ from private sector procurement.

Documentation Required for Government/PSU Procurement

  • BIS Licence — format CM/L-XXXXXXX, verifiable on bis.gov.in
  • Product Test Reports — from NABL-accredited laboratory confirming IS:15298 compliance
  • ISO 9001 Certification — quality management system for the manufacturing facility
  • Company Incorporation Certificate — CIN and legal identity documentation
  • GST Registration
  • MSME/Udyam Registration if applicable — enables procurement preferences

Make in India Preference

Government procurement rules provide preferences for domestically manufactured products. Indcare safety footwear is manufactured at our Mangolpuri, Delhi facility — qualifying as a domestic product under Make in India procurement preferences.

The PSU Procurement Environment

Public Sector Undertakings in India — SAIL, RINL, BHEL, ONGC, IOCL, Coal India and hundreds of others — are subject to procurement regulations under the General Financial Rules (GFR) 2017 and the Public Procurement Policy. For safety footwear specifically, procurement must demonstrate that the products meet IS:15298 certification — both for compliance with the Factories Act and for audit readiness under the OSHWC Code 2020.

PSU procurement also involves GeM (Government e-Marketplace) for a growing proportion of direct purchase. Safety footwear listed on GeM requires BIS registration, which means the product must carry a current, valid BIS IS:15298 licence. This is a non-negotiable filter — unlisted or unregistered products cannot be purchased through the GeM portal by PSUs and government departments.

The Audit Documentation Requirement

PSU safety managers are subject to regular inspection by the Chief Inspector of Factories, OSHWC compliance auditors, and internal safety audit teams. The documentation requirement for safety footwear is specific:

  1. Copy of BIS IS:15298 licence for each model procured
  2. Purchase order records with model and quantity
  3. Issue register — worker name, date, model, size, signed acknowledgement
  4. Inspection and replacement records
  5. ISO 9001 certificate from supplier

An audit that reveals safety footwear without BIS documentation, or an issue register that shows workers assigned to hazardous processes without recorded footwear issue, creates immediate compliance exposure and can trigger improvement notices or prosecution under the Factories Act.

💡 GeM Portal and IS:15298
Government e-Marketplace (gem.gov.in) requires sellers of safety footwear to hold BIS IS:15298 product registration before listing. For PSU procurement teams purchasing through GeM, filtering for BIS-listed products ensures compliance documentation is already verified. Mittal Safety Works IS:15298 registration documentation is available on request for tender submissions.

Zonal Specification for Large PSU Facilities

Large PSUs — steel plants, refineries, power stations, mining operations — have multiple work zones with different hazard profiles. A blanket specification of one model for all 5,000 workers is a procurement convenience that creates specification gaps. Steel plant furnace-adjacent workers need different footwear from administrative office workers who nominally require IS:15298 compliance for site access.

A two or three-tier specification for large PSU sites balances compliance, worker protection, and procurement manageability:

  • Tier 1 — High hazard zones (furnace, heavy plant, outdoor yard): Full IS:15298 specification with heavy-duty double-density sole
  • Tier 2 — Standard manufacturing zones: IS:15298 standard specification — Hawk PU or equivalent
  • Tier 3 — Site access (low-hazard): IS:15298 compliant, lighter weight — for contractors and visitors requiring site footwear
